I've added support for soname versioning in libxlsxwriter to help packagers/installers identify the correct ABI version.

The first version with this support will start with a major version of 2. Note the soname version and the code version will be different.

Initial support for this is on the head of main. Can anyone working on packaging libxlsxwriter try it out.

This should address similar requests in #167 and #316. @remicollet, @imaiguo and manisandro please take note.
