this problem occurs on both the client and the server

client and server are running on windows 10

This happens to me also when I send to a client the keys ' plus a vowel letter such as a (' + a) which should result on an á if international keyboard is set, but instead of that is sent ctrl plus alt plus ' plus a (ctrl + alt + ' + a)
