Dropped starter kit into C:\Program Files\Common Files\VST
Ensure Cakewalk/SONAR configuration includes this folder
Load Cakewalk/Sonar
None of the contents of StarterKit.zip showing in DAW.
All other plugins showing up just fine.

One thing I did note is the absence of version information inside the dll

EDIT:

Interestingly after a reboot and enabling logging in vst scanning they were successfully scanned.
Go figure ...
