update qemu-iscsi to 11.0.0

- add python-setuptools build dep (new upstream requirement)
- keep qemu_qmp wheel (needed for offline build)
- remove microblazeel from test archs (removed upstream)
- fix iscsi test: exit code changed from 1 to 0 in QEMU 11
