OS: Windows 2012
CPU architecture: Xen

Steps to reproduce the issue

正常的使用FRPS，FRPC
使用TCP代理连接功能
连接数一直是0，不应该是0的，这个bug应该是从37引入就有，之前的版本没有这个问题，并不是37.1引入的问题。

37版本的升级引入的问题。
