What operating system and processor architecture are you using (go env)?
Linux raspberrypi 4.19.66-v7+ # 1253 SMP Thu Aug 15 11:49:46 BST 2019 armv7l GNU/Linux

Configures you used:

[common]
bind_port = 7000
token = OMIT_IT

dashboard_port = 7500
dashboard_user = OMIT_IT
dashboard_pwd = OMIT_IT

Steps to reproduce the issue:
There is no error when the dashboard port is occupied. However, all the ports of reverse proxy are not available. It shows "Connection refused".

Describe the results you received:
ConnectionRefusedError: [Errno 61] Connection refused

Describe the results you expected:
regular access.
It might be better to detect if the port of dashboard is occupied when starting frps service.
