Steps to reproduce the issue:

There is no error when the dashboard port is occupied. However, all the ports of reverse proxy are not available. It shows "Connection refused".
Describe the results you received:
ConnectionRefusedError: [Errno 61] Connection refused
Describe the results you expected:
regular access.
It might be better to detect if the port of dashboard is occupied when starting frps service.
