Apparently /etc/resolv.conf may be a regular file (instead of a symlink
to /run/systemd/resolve/resolv.conf) and owned by the "systemd-resolve"
user at the same time.
This is a follow-up to #6804.
Fixes #4545.
Relates to #1531.
