In the mean time I created one on my own user and added a few items:

But I can't link it in the repository projects:

And even though project changes appear as a timeline event in issue/PR pages,
the project itself does not show up in the "Projects" section (the same applies
when searching for issues/PRs), so it's harder to notice which project an
issue/PR is part of (if any).

Also, it's not possible to add/remove an issue/PR directly from its own page;
it can only be done in the page of the project.

It seems that it's possible to copy an existing project:

Could you use "Make a copy" in the link above?

This should bring over all the items as is.
