Describe the bug
after using barrier for a while starting barrier just fails. on client and server side

To Reproduce

Steps to reproduce the behavior:
For me it's just starting barrier. Looking at the log will give me this error message:

[2021-07-18T11:34:12] INFO: starting server
[2021-07-18T11:34:12] INFO: config file: C:/Users/User/AppData/Local/Temp/Barrier.zeRrqR
[2021-07-18T11:34:12] INFO: log level: INFO
[2021-07-18T11:34:12] INFO: service command updated
[2021-07-18T11:34:13] INFO: starting new process as privileged user
[2021-07-18T11:34:13] INFO: drag and drop enabled
barriers.exe: no configuration available

this repeats in an endless loop

I deleted the temp files on the host machine and tried it again. didn't worked. running it as an administrator worked for a while, then some day it didn't anymore.

Expected behavior
I want the barrier server to fire up. I want to connect my client machines to it and use barrier

Desktop:

OS: Windows (Host) Ubuntu Budgie 21.04 x86_64 (Client)
Barrier version 2.3.3 Host and client

Additional context
running the program as a diffrent use just worked most at the time. but I don't want to create a new user everytime this occurs
