Describe the bug
Windows10 Host, OSX Client, version 2.3.3 (same happens with synergy), if CMD is in focus on the host moving to client changes keyboard layout

To Reproduce

Steps to reproduce the behavior:

setup win10 host (3 native screen win10 system + 4th screen to the right is osx) and add few keyboard layouts to the win10 system (I have EN, SRB latin and SRB cyrilic)
setup osx client (on the right)
start cmd (e.g. I'm attm running PhoenixMiner_5.5c_Windows but happens with other programs in cmd)
click on cmd window so it is in focus
move your mouse right to the osx
observe keyboard layout changed

Expected behavior
not to change keyboard layout when I move mouse to other screen

Desktop (please complete the following information):

OS: host is windows10, client is osx, both freshly fully updated but the issue happened before too and with synergy too (I moved to barrier hoping this is not happening but..)
Barrier version 2.3.3
