I got a similar set up here, but with a Lubuntu 19.10 and the server being the windows!
Using the server on 2.3.3 fixed some parts of this bug (now the language keeps switching to US, but the keys are in the correct language)
In my case, the real keyboard is Pt-br ABNT2, and as soon as I type in my client, the layout switches to US, however the ABNT2 keys are in the right place and working as expected, only got 2 missing, which are

Yep this is very confusing and annoying. After reading other issues, where people asking to sync layouts between host and client I began to think that this is deliberate. If it is, it should be switchable behavior. Because now to switch to another layout on client I have to go back to server and switch layout there, then I can go back to host and type.
