Regardless of what resolution/bit rate I set, local mp4 recordings seem capped at 30 fps.

Which encoder? If you play the file back in VLC and look at the media info window what does it say about the FPS of the video stream?

I'm using x264. Frame rate correctly shows 60 fps in media info. It's just the video playback that's affected. Happens in multiple video players.
